1. The Water Users Association or Project Management Committee takes over the operation and maintenance of small earth dams, after the structure is designed and constructed
2. The level of risk of small dams/pans are categorized as either low hazard, medium hazard and high hazard
3. During operations and maintenance of small earth dams and water pans, plans ought to be made for maintenance under critical conditions, such as slope failure, excess seepage or failed spillway.
